How can I remove the electronic device (governor?) from my 2006 VW Jetta GLI?

My 2006 VW Jetta GLI has an electronic device (governor?) that limits it to a top speed of 130m/hr instead of its capability of 180m/hr. How and where do I remove/fix this situation?

Question about removing US governor from office?

I read the following statement in my local paper today.

“Blagojevich becomes the first U.S. governor in more than 20 years to be removed by impeachment.”

So, here’s my question. This is obviously not the first time this has happened. Does anybody know when this happened more than 20 years ago, and which governor was involved?

California, did your multimillionaire governor cut his pay before laying off 10,000 workers?

EDIT, I was not aware he gave his salary to charity, that’s pretty cool.
Roadhazzard, I was not making a cheapshot at republicans, I just saw the report on the news and wondering if he made any sacrifices in his own office before laying off 10,000 state employees, as I stated above, I was unaware that he did. I apoligize for any slight to Arnold. My question has been answered.
